Funding
A permanent groyne would be a significant investment. At this stage there is no confirmed funding for its construction. Early indications are that most, if not all, of the Crown's $70 million contribution to flood mitigation for Wairoa will be allocated to the North Clyde Option 1C+ works, which leaves the groyne as an unfunded flood mitigation project that has not yet been approved by the Hawke's Bay Regional Council.
The current investigation work is being undertaken within a limited budget, to build the evidence base needed before any detailed design and construction decisions are made. We will be honest about the funding picture at every stage, and no significant decisions about the groyne will be made without meaningful engagement with the community and mana whenua.
